About the HJFL

The Herefordshire Junior Football League came into existence first as the Hereford Cub Scout Football League and then as the Junior Friendly League, before adopting its present title.

The Cub Scout League comprised of two divisions; Brownsea Division and Gilwell Division and boasted eight teams.

In 1978 The Herefordshire Junior Friendly League was formed to provide football for 12 year olds who, on leaving the Cub Scout League, had no organised football in the County. Racecourse Colts was one of the eight teams which formed the original league and approximately 150 youngsters participated.

It was the foresight of three people – Chairman Bill Bowkett, Secretary Dave Higgins and Treasurer John Bevan – which resulted in the formation of the league. The first President of the League was Graham Rivers and he was succeeded by Tony Cole – a great supporter of Junior football, who sadly passed on recently. In its infancy, the Management Committee was small enough to meet in Bill Bowkett’s front room in Backbury Road, but as the League expanded so did the Committee and more space was required.

In 1983 the League affiliated to the Herefordshire Football Association and it was from this date that the League became a major organisation in the County, eventually growing to its present strength with over 3,000 registered players.

Now, 4 decades later, the Junior League continues to thrive. It is stewarded by a management committee predominantly made up of volunteers, a mix of those actively involved in running teams and clubs and others with years of experience in running this league or similar. Each age group has a specific committee representative to encourage effective two way communication and make sure the League is in tune with matters of the moment. We have a reputation for pretty strict adherence to the Rules, not for the sake of it, but from experience that these are the Rules agreed by all Clubs, and compromising them for one team can often be to the detriment of others. We are open to new ideas which encourage greater enjoyment and participation and in the same vein are anxious to create and enforce playing conditions which are respectful to everyone involved.

BILL SHORTEN, PRESIDENT
Bill is a founder member of the Herefordshire Junior Football League and has been associated with it since its inception in 1978. Together with the late Dave Higgins he compiled the League’s first set of Rules & Regulations which enabled it to become an Affiliated Competition with The Football Association. Bill has been involved with local football for sixty years, a fact which has been acknowledged by The Football Association and The English Schools FA. During this period he served as Chairman of The Herefordshire Football Association for fourteen years and together with the late Tony Cole, began Herefordshire’s involvement in the Lion’s International Football Tournament held annually in Holland.
Bill is a Life Member of The Herefordshire FA, HJFL, and The Herefordshire Schools FA.

STEVE BARNETT, HJFL CHAIR

I have been actively involved in grassroots football since 2017, following a long break from the game. My return was motivated by a lifelong passion for football and a desire to give back to the sport that has had such a positive impact on my life. Since re-joining the game, I have taken on several coaching and leadership roles, including serving as Youth Chairman at Ledbury FC, where I have worked to create a safe, inclusive, and supportive environment for young players to develop both on and off the pitch.

As of this season, I have also taken on the role of Chairman of the Herefordshire Junior Football League (HJFL). In this position, I am dedicated to strengthening league operations, supporting clubs across the county, and helping to drive high standards in youth football. A key focus of my leadership is promoting and embedding the Leagues “Only Positive” message throughout the county — encouraging positive behaviour from coaches, parents, and players to create the best possible environment for young people to enjoy the game.

SCOTT MYERS, VICE CHAIR
I have been involved with grassroots youth football in Herefordshire since moving to the area in 2013, with my main role being the running of Orleton Juniors FC since 2014, as a coach, manager, groundsman and Club Secretary! I have been part of the HJFL Management Committee for the last 10 years or so, as a League Representative for various age groups, and have now taken on the role of Vice Chair as well. I am also a Council Member with the HFA. I am very passionate about youth football in Herefordshire, and will do my upmost to make sure that it continues to be the very best environment for all children to enjoy playing their football

DIANE PHILLIPS, HJFL SECRETARY

I first kicked a football at the age of two, and my passion for the game has only grown since then. Growing up, I played on the grass outside our house, but at the time, it was unheard of for girls to play football, so I was never allowed to join a team. Years later, when my two sons were old enough, I coached them both throughout their youth football journey until they finished playing.
While living in Singapore, I served as secretary for three years and took the initiative to build a football league for expatriates. In 2007, I became secretary of the HJFL, and since then, I’ve watched the league grow into what it is today—a thriving community built on passion, commitment, and love for the game.

RHYS COTTRELL, HJFL TREASURER
I’m Rhys, and I’ve recently taken on the role of treasurer for the junior league. I work as a finance manager in my day job, and I’ve been involved in local football most of my life—first as a player, and now as a coach. The league has always been close to me, so I’m happy to help out however I can. My aim is to keep things running smoothly behind the scenes and bring a few fresh ideas to help us continue moving in the right direction.

KAYLEIGH BARNES, U10 REPRESENTATIVE
I’ve been involved in coaching youth football for several seasons now, working with a wide range of age groups across both boys’ and girls’ teams. It’s been an incredibly rewarding journey — not just watching young players develop their skills, but also seeing them grow in confidence, teamwork, and character. For me, football is more than just a sport — it’s a powerful way to bring people together and build a stronger, more connected community. I’m passionate about creating a positive, inclusive environment where every player feels supported and inspired to give their best. One of the things I’m most proud of is being part of the growing youth football movement in our area. It’s been amazing to see more kids getting involved, more families cheering from the sidelines, and even former players stepping into coaching roles themselves. That’s when you know the impact goes beyond the pitch — and that’s what keeps me coming back every season.

DAVE OLIVE, U15 REPRESENTATIVE

I have been involved with Herefordshire football for nearly 35 years as a player, coach and like most grassroots volunteers many other things as and when required!
I am currently the secretary at Welllington Football Club and coach the u15s side which I have doing for 7 years now.

CHRIS PRICE, U16 REPRESENTATIVE
I’m currently involved in grassroots football as both a coach and
committee member, with a deep commitment to developing young talent. Having recently completed coaching with Hereford Pegasus U17s, I continue to coach with Lads Club Juniors U11s and have recently also taken on the role of chairman. Looking ahead to the upcoming season, I’m excited to support our U16 teams — helping shape their growth, challenging them to reach their full potential, and creating clear pathways for progression into U17s, U18s, and even senior men’s football across the county. My aim is to foster an environment where players are continually inspired to develop, embrace challenges, and most importantly, enjoythe game.
